Under general direction, designs and delivers customized governance consulting services to school district board members, superintendents and county offices of education to develop leadership skills, improve organization effectiveness and efficiency, and keeping district efforts focused on learning and achievement for all students, including training, coaching, mentoring, assessments, and interventions; assists board members and teams to develop an understanding of purpose, structure, roles and functions, code of conduct, and delegation of authority.



  • Facilitates highly complex governance consulting services board development, team-building, and planning sessions for school boards and administrators, often on weekends, evenings and holidays. 
  • Assists local school boards in effective governance practices
  • Designs, conducts, and facilitates workshops and trainings through the Masters in Governance Program, at the Annual Education Conference, and other trainings as assigned; markets Association products, programs, and services.
  • Develops presentations, training materials, reports, program evaluations, and assessment and improvement plans, Develops effective governance curriculum and other education resources
  • Travels to various locations throughout the State of California presenting governance education programs.
  • Contributes to the Associations’ overall research and policy agenda and direction by developing and applying subject matter expertise in assigned program and policy areas.
  • Proposes, develops and implements new or revised programs, based on education trends impacting governance teams.
  • Demonstrates an understanding of and adherence to CSBA values, policies, and practices.
  • Demonstrates respect, honesty and professionalism at all times.
  • Performs other duties as assigned.



Knowledge of:

  • Working knowledge of the concepts within the CSBA Professional Governance Standards for School boards and the Superintendent Governance Standards developed by Superintendents, and ability to apply them in a workshop setting
  • Working knowledge of the CSBA Effective Governance System and ability to apply the concepts in a workshop setting.
  • Advanced principles, practices, and trends in governance structure, processes, and best practices.
  • Principles, practices, and procedures related to governance consulting practices, including group facilitation, conflict management, training and development, coaching, mentoring, assessments, and interventions.
  • Principles and practices of training program development, implementation, review, and evaluation.
  • School district operations and trends in public education.
  • Record keeping principles and procedures.
  • Modern office practices, methods, and computer equipment.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Techniques for effectively representing the Association in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Association staff.


Ability to:

  • Organize and manage multiple tasks and deadlines, ability to analyze complex situations and solve problems, organize own work, set priorities, and meeting critical time deadlines.
  • Work effectively with diverse (and sometimes divided) groups of different ages and various socio-economic backgrounds; listen to and discuss problems and issues tactfully.
  • Prepare clear and effective presentations, training materials, correspondence, reports, and other written material independently or from brief instructions.
  • Actively collaborate with dynamic governance consulting teams developing a cohesive governance education program.
  • Effectively explain complex policies and objectives to technical and non-technical audiences.
  • Speak publicly before large and small groups of individuals in a positive, inclusive, and motivational manner; make persuasive verbal presentations.
  • Plan, organize, and carry out assignments from management staff with minimal direction.
  • Analyze, interpret, summarize, and present technical information and data in an effective manner.
  • Interpret, apply, explain, and ensure compliance with Federal, State, and local policies, procedures, laws, and regulations.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.



This position does not have supervisory responsibilities.



  • Any combination of training and experience equivalent to an bachelor’s degree or higher with major coursework in education, business administration, public administration, government, legal, political science, or related field with five (5) years of experience in governance training, consulting on a school district governance team, school district administration, school board or related field. Experience as a public school or non-profit board member preferred.



  • Must be able to travel extensively overnight throughout the state (up to 75% of the time) and to accommodate the evening and weekend schedules inherent in providing services to school boards % of the time throughout the state of California.
  • Employee is personally responsible for following health and safety guidelines, instructions, and policies.
  • Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and computer screen, and hearing and speech to communicate in person, and over the telephone; must be able to bend, stoop, kneel, reach, push and pull drawers open and closed in the execution of duties.
  • Must be able to sit at computer for long periods of time and have the dexterity to access, enter, and retrieve data using a computer keyboard or calculator, and operate standard office equipment.
  • Employee must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds, hand truck available to assist.
  • Must be able to sit for long periods of time in front of a computer or driving.
  • Must have the dexterity and mobility to facilitate or present information to a group, access, enter, and retrieve data using a computer keyboard or calculator, and operate standard facilitation equipment.
  • Employee must possess the ability to lift, carry, push, and pull materials and objects weighing up to 50 pounds, hand truck available to assist.



  • Possession of, or ability to, obtain a valid California Driver’s license by time of appointment.
